Today marks a major milestone for nurses across the Commonwealth—Pennsylvania has officially implemented the Nurse Licensure Compact (NLC)! As of July 7, 2025, registered nurses (RNs) and licensed practical/vocational nurses (LPN/VNs) who meet the requirements can now apply for a multistate nursing license.

This long-awaited change opens the door to greater flexibility, faster job placement, and expanded opportunities across state lines.

What is the Nurse Licensure Compact (NLC)?

The NLC is an agreement among participating states that allows registered nurses (RNs) and licensed practical/vocational nurses (LPN/VNs) to hold one multistate license. This license enables them to practice—both in person and via telehealth—in any of the compact member states without needing additional licenses. There are currently over 40 states that are part of the NLC.

Pennsylvania’s Journey to the NLC

Here’s a quick timeline of how Pennsylvania got here:

  • 2021: Legislation passed for Pennsylvania to join the NLC.
  • September 5, 2023: Nurses from other compact states were permitted to practice in Pennsylvania.
  • July 7, 2025: Pennsylvania nurses became eligible to apply for a multistate nursing license.

Why The NLC Matters for Pennsylvania Nurses

Joining the Nurse Licensure Compact offers several benefits:

  • Greater job flexibility for travel nurses
  • Faster response to healthcare staffing shortages
  • Expanded telehealth opportunities across state lines
  • Simplified licensing for nurses working in multiple states
